This sudy practiced a pilot project of the "Health and Welfare Network" to construct an integrated delivery system through integration of affiliated organizations of health and welfare in the community. The purpose of this qualitative research study was to analyze a pilot project of the "Health and Welfare Network."Even though the "Health and Welfare Network" has made significant contributions, the results of this research study showed that this pilot project has been a failure to carry out its duties and missions as a major advocate for weak populations. Rather than on the basis of consumer-oriented model, the "Health and Welfare Network," has focused on the basis of offer-oriented model that failed to improve lives of weak populations. Practically, there are gaping holes where there is little or no cooperation between health care and welfare service agencies in the community. This qualitative research study will provide several important implications for professionals from social welfare and health care.
